States Sue Trump Over Tariffs Imposed Without Congress

Published: April 23, 2025
A group of twelve U.S. states has initiated a lawsuit against President Trump's tariffs, arguing that he unlawfully bypassed Congress by using an emergency economic law to impose these duties. The lawsuit, filed in the U.S. Court of International Trade, contends that the authority to impose such tariffs lies with Congress, and that the current trade policy is being dictated by the president's decisions without appropriate legal backing. The states are requesting a legal injunction to halt the tariffs, which had been temporarily paused earlier.

New York Attorney General Letitia James criticized the president's approach, stating that the tariffs effectively act as a tax on American families, contradicting Trump's promises to reduce costs and improve living conditions.

From a transportation perspective, tariffs can significantly impact supply chains and freight costs. Increases due to tariffs may drive up prices of imported raw materials and finished goods, leading to higher costs for transportation services. This could ultimately burden consumers with increased prices and disrupt the efficiency of transport networks. Effective trade policy should promote stability and predictability, fostering an environment for growth in logistics and transportation sectors rather than hinging on unilateral decisions that can lead to uncertainty.
