EU Must Rewrite Skies for Zero-Emission Flight

The European aviation industry is on the cusp of a revolution, driven by innovative companies developing next-generation aircraft technologies. Zero-emissions and hybrid-powered aircraft (ZEHA) are poised to decarbonize flying and secure Europe's technological leadership for decades to come. These advancements have significant implications for energy independence, competitiveness, and environmental sustainability.

To support these game-changing innovations, the EU must integrate a comprehensive framework into its upcoming Aviation Strategy. This includes targeted measures in the next Multiannual Financial Framework (MFF) and relevant aviation legislation to ensure research and development (R&D), industrialisation, and market creation for new aircraft technologies.

Public funding for R&D should focus on high-risk, high-reward novel propulsion technologies and aircraft architectures that offer larger efficiency gains than incremental improvements from incumbent manufacturers. This will help smaller innovative players reach the market and scale their technologies effectively.

Stronger partnerships between smaller innovative companies and larger incumbent manufacturers are crucial to drive industrialisation and market uptake of ZEHA. The European Competitiveness Fund can leverage private investments to support both aircraft manufacturers and their European suppliers of sub-systems and components.

To create a truly coherent strategy, the EU must go beyond funding, using aviation legislation to boost market uptake of ZEHA. This includes amending airport regulations to create green priority slots for zero-emission and hybrid-powered aircraft at suitable airports.

The Ground Handling Directive should ensure fair and transparent access to electric charging and hydrogen refuelling services while preserving competition in airport energy supply. Airport Charges Directives should require airports to apply environmental modulation of charges, taking into account CO2, NOx, and noise.

Revised Air Navigation Charges should include environmental modulation as well. The EU must strike a balance between funding and effective regulation to ensure a successful transition to zero-emission flight.

The alternative fuels infrastructure regulation (AFIR) also needs attention from the EU. Member States must work together to create an enabling environment for the development of sustainable aviation fuels.

Ultimately, the EU's success in rewriting the skies for zero-emission flight will depend on its ability to balance funding with effective regulation and create a cohesive strategy that supports research, industrialisation, and market creation for new aircraft technologies.
